Commercial permits require a minimum of 10 business days for staff review. Some residential permits can be issued immediately over the counter, including roofing, re-siding, HVAC, plumbing, and window replacements. Permits that require plan approval generally take five to seven business days for staff review. Examples include garages, additions, remodeling, decks, and others. Projects that involve variances or other land use requirements may require more time for review.
Permits are required when permanent repairs or improvements are made to a structure and the work is regulated by state or local codes and ordinances. Examples of work requiring a permit include, but are not limited to: Additions, Remodeling, Basement Finishes, Garages, Sheds, Decks, Driveways, Exterior Doors, Retaining Walls, Fences (over 4 feet in height), Roofing, Siding, Windows, Grading/Filling, Mechanical systems changes/additions, Electrical system changes/additions
Minor repairs to decks such as replacing a few boards do not require a permit. Larger repairs, such as installing all new decking, or a new guardrail, would require a permit. It is always best to consult an inspector prior to starting work that you assume requires no permit.
Permits issued for an addition or improvement to a single family residence and for accessory buildings are valid for a period of 180 days from the date of issuance (provided construction has begun within 90 days of issuance) with the exception of electrical permits, which are valid for 1 year from the date of issuance. Generally, storage pods are allowed on private property for 30 days. If the pod is necessary due to a building project, it is allowed as long as there is an open building permit.

Before installing a fence or doing some landscaping it’s important to know where your property line ends and your neighbor’s property begins. Homeowners can use a metal detector to locate buried iron monuments in the four corners of the property. This isn't an actual, legal survey but it provides the homeowner with an approximation of where property lines are located.
If there is a dispute about property lines, homeowners are advised to obtain a legal survey by hiring a professional surveyor. Unfortunately, the city is not able to help resolve property line disputes.

Resolution No. 11725 is a resolution adopted by the City Council on Monday, July 20, 2020 to amend local emergency order to require the use of face coverings within the City of Roseville, Minn.
All individuals, while present within the City of Roseville, shall wear a face covering in indoor areas accessible to the public, unless specifically exempted. Indoor areas accessible to the public shall include:
Restaurants and Bars. These establishments shall include in their COVID-19 Preparedness Plan that all customers are required to wear a.
Spaces of Public Accommodation. Owners and managers of spaces of public accommodation must include in their COVID-19 Preparedness Plan that all employees are required to wear a face covering when the individual is within any area open to the public or within six feet of another person. Customers of these establishments shall be required to wear a face covering before entering the spaces of public accommodation and must wear the face covering until exiting.
Public Transportation. Users of public transportation are required to wear a face covering before boarding a bus and wear the face covering until the user exits the bus.
Entertainment Venues. Users are required to wear a face covering when the user is within six feet of another person. When the user is seated and not within six feet of a person they can remove the face covering, but must wear the face covering when walking to or from their seat and while standing in or walking through public areas such as lobbies and restrooms.
Common Spaces in Multi-Family Residential and Multi-Tenant Office Buildings. Residents of multi-family housing buildings, and their guests; and tenants, employees and their guests in multi-tenant office buildings shall wear a face covering when in common spaces such as hallways, corridors, lobbies, restrooms, mail rooms, elevators, trash and recycling rooms, fitness rooms, recreation rooms, laundry rooms and other space owned and used in common by the residents, employees and tenants of the building.

Roseville City Code 1009.3E states: 1. In years when a state general election is held, political signs may be posted 46 days before the primary election until 10 days following the state general election. Any such signs must be removed by those responsible for their being posted. 2. In years when no state general election is held, if there is a primary for any office, political signs for all offices may be posted no more than twenty one (21) days before the primary election. When there is no primary for any office, such signs may be posted not more than twenty one (21) days before the general election. All such signs must be removed by those responsible for their being posted within five (5) days following the general election. Said political signs shall not exceed twelve (12) square feet gross area. 3. Political signs shall be set back at least fifteen feet (15') from the outside edge of any street or back of curb of all city and county streets. 4. Political signs shall not be placed so as to cause a hazard to public safety. 5. Political signs shall not be placed on any property without permission of the property owner. 6. Political signs shall not be located on any city owned property. 7. Signs in violation of above provisions may be removed by city staff and stored for two (2) weeks. Ramsey County operates compost sites for disposal of leaves, grass, brush and other yard waste. Sites are open year round with limited hours from December to March. Roseville's leaf recycling site only accepts leaves and is open in the spring and fall.

In October 2013, the Roseville City Council passed an ordinance requiring multifamily rental dwellings with 5 or more units to be licensed. The Rental License Program helps assure that MRDs with 5 or more units are safe, sanitary, and well-maintained throughout our community. Beginning in 2018, the Fire Department began managing the program.
The license fee is paid before the end of the first quarter of each year. License fees can be paid online or by sending a check to the Fire Department.
Fees are set by the City Council on an annual basis.
Approximately 33 percent of building units are inspected each year. Additional units may be inspected if the inspector determines more are needed to give an accurate rating of the entire rental building.
The fire inspector chooses which units to inspect. The owner/manager is required to give reasonable notice of entry to all rental unit tenants.
A license is valid for one year.
The license is issued when the building has passed inspection and the license fees have been paid.

As a general guideline, OVAL activities are cancelled when windchills are consistently below -25 degrees according to Weather.com. However, user groups have the option to skate even if windchills fall below this threshold with management approval.
The OVAL is one part of the Roseville Skating Center. The Skating Center also includes an indoor arena and a first-class banquet facility.
Properties containing 5 or more rental housing units at the time of sale must provide notice to all tenants and the City that a transfer of ownership has occurred. Once notice is provided, a three-month “tenant notification period” begins. During the 90-day period, the new owner may be required to pay relocation benefits to a tenant if the owner issues a non-renewal without cause or non-renewal due to rescreening. The new owner could also be subject to paying relocation assistance if they increase the rent, re-screen existing residents, or implement a material change to the lease resulting in a tenant giving notice to terminate their lease.
Upon sale of a property, tenants in Roseville are no longer be subject to immediate changes to their rental terms that could impact their housing. Renters are given a minimum of 90 days grace time before changes can be made by a new owner. If the required grace time is not provided by the new owner, a tenant may be entitled to relocation assistance in the amount of three months’ rent.
The City is concerned about the displacement of tenants residing in properties that have been sold to a new owner. The ordinance created a 90-day period of time in which residents can work with housing support resources and seek alternative housing if they are facing lease non-renewals without cause, unaffordable rent increases, new screening criteria requirements, or other material changes to their rental agreement that force a move.

If you are planning on selling a multiple-family rental housing building having 5 or more dwelling units where at least 20 percent of the units rent for an amount that qualifies as “affordable” in Ramsey County, additional requirements will apply. If the property has 5 or more rental units, a new owner is required to comply with the requirements of the Roseville Tenant Notification Ordinance.
New building owners are also responsible for obtaining a new rental license for the property regardless of whether the present owner has a license for the current year.

This ordinance does not prohibit a new owner from taking the actions listed above. However, the owner would be required to pay resident relocation benefits if they issue lease non-renewals (without cause or due to re-screening), or take any of these actions during the 90-day tenant notification period and the resident gives notice to move as a result.
If the new owner intends to increase rent, require existing tenants to be rescreened, terminate or not renew housing unit rental agreements, or impose a material change in the terms of the lease within the 30 days immediately following the end of three-month tenant notification period, the owner must disclose this information to tenants within the required notice. Failure to do so may subject the owner to penalties as outlined in the ordinance. After that time, the Roseville Tenant Notification Ordinance would no longer apply and owners can manage the property in accordance with their preferred management practices.
You can renew the lease, but any rent increases must be effective following the expiration of the 90-day tenant notification period or the owner may be subject to paying relocation benefits.
