Voting Early/Absentee Voting

Voters may vote by absentee ballot either through the mail or in person at Ramsey County and other locations. Special absentee balloting procedures are available to voters in health care facilities.

Early Voting 


Voters can also vote at any of the voting stations in Ramsey County, including the Roseville Library the week before the election.

A voting station is located at the Ramsey County Library at 2180 Hamline Ave N. Any Ramsey County resident who is eligible to vote may voter there or at any of the early voting locations.

Absentee Voting by Mail


Please allow at least two weeks to complete this process. Complete the online absentee ballot application. You may also get an absentee ballot application from the Ramsey County Office of Elections 651-266-2171.

Once you complete and submit the application, Ramsey County will mail an absentee ballot to the address that you specify on the application. Complete the ballot, and return it by fax, email or mail to Ramsey County. Ramsey County must receive the ballot by the deadline. It must be postmarked on or before Election Day and received by Ramsey County before the county canvasses the election which will take place two to three days following the primary.


Special Considerations for Voting by Mail


You may request an absentee ballot at any time. Ballots are available 45 days before the election. If you mail your request early, Ramsey County will keep your application and mail the ballot as soon as they are available. 

If you are not registered at your address, the county will send voter registration materials with the ballot. Follow all directions carefully. Absentee ballots will not be accepted if the ballot and appropriate materials are not completed properly. 

On election day, absentee ballots may only be delivered by agent to Ramsey County before 3 p.m. Absentee ballots will not be accepted at the polls (precinct) on election day.
