Incident Types	Definition	Examples
Animal Complaint	Non-critical animal issues that are ongoing or have occurred in the past. Wild animal complaints should be directed to the MN DNR 651-296-6157. Do NOT report dog bites online; call 9-1-1 to have an officer respond.	Habitual dog barking, neglected animals (not immediate threat of injury/death), ongoing issue of owner not cleaning up feces when not on owner's personal property, unlicensed wild animals as pets.
Damage to Property	When someone intentionally damages, destroys or defaces public or private property, it is classified as criminal damage to property.	Graffiti, knocking over a mailbox, throwing rocks through windows, etc. You must provide an estimated value to replace damaged property or repair/clean graffiti.
Damage to Vehicle	When someone intentionally damages, destroys or defaces a vehicle it is classified as criminal damage to vehicle.	Graffiti, throwing rocks at or keying cars, etc. You must provide an estimated value to replace damaged property or repair/clean graffiti. This does NOT include damage from a hit and run- call Dispatch 651-767-0640.
Forgery	Forgery is making copies or fakes of items/documents (such as ID's) with the intent to deceive or pass them for authentic with no specific suspect information.	An unknown person tries to use a fake ID to make a purchase, or uses altered documents (such as a check) to obtain goods or services.
Fraud	Fraud is intentional deception to gain access to information, services, items, or financial gains.	An unknown person obtains phone service using your identity, someone uses your information online, someone impersonates you, or someone tricks you to obtain your money or property.
Harassment	Unwanted phone calls of an annoying, harassing or threatening nature with no known suspect identity information.	Hang-ups, obscene language, numerous calls, etc. with no known suspect identity information.
Illegal Dumping	Rubbish, waste material, refuse, garbage, trash, debris, or other items dumped onto your property. (The owner of the property is responsible for the removal of the material and any costs associated).	An unknown person has dumped rubbish, waste material, refuse, garbage, trash, debris, or other items onto your property.
Info / Crime Tips	Use to provide information to help solve a crime that has occurred, or to report a suspicious incident or general traffic concerns. Do NOT report in-progress crimes online; call 9-1-1 to have an officer respond.	This could include suspicious persons, activities and/or vehicles observed in your neighborhood, crime tips you would like to make anonymously, traffic concerns or to request a speed board in your neighborhood.
Lost Property	Report lost or misplaced property (not stolen) by describing the property taken including brand, model and provide an estimated value of the property taken. If the property has a serial or owner-applied number, please provide that information.	Property that is missing, or items left in a restaurant or store.
Security Camera Registration	If you work or reside in the City of Roseville and you have exterior facing video cameras and would like to assist in solving crimes in your neighborhood, please fill out this online security camera registration. If a crime is committed and video is located in the area, the owner or lessee may be contacted to allow investigators to view the images. Participation in these investigations is voluntary.	Recorded information may be utilized in the investigation of ANY crime; most commonly thefts from vehicles and residential or business burglaries.
Shoplifting	The act of knowingly taking goods from an establishment in which they are displayed for sale, without paying for them. Do NOT report in-progress crimes online; call 9-1-1 to have an officer respond and identify the suspect, if still in the area. **Stolen vehicles and guns cannot be reported online.	*For Loss Prevention or Commercial Retail Use ONLY*
Theft	When someone has taken property without permission it is theft. Please describe the stolen property by including the brand, model and provide an estimated value of the property. If there is a serial or owner-applied number, please provide that information too. **Stolen vehicles, license plates and guns cannot be reported online.	Someone steals a bicycle from a yard or a phone or wallet from a locker.
Theft From Auto	Taking articles from a motor vehicle without permission is classified as theft. Report a theft whether or not the vehicle was locked or unlocked. This includes parts or accessories attached to the interior or exterior of the motor vehicle. **Stolen vehicles, license plates and guns cannot be reported online.	This includes items such as clothes, books, purses, garage door openers, hood ornaments, hubcaps, etc. Anything attached to or installed in or on your vehicle.
Trespass Notice	Used by Loss Prevention personnel to notify law enforcement of people who have been formally trespassed from Commercial Retail properties.	*For Loss Prevention/Security Personnel Use ONLY* Trespass notice must be uploaded & legible.
Vehicle Tampering	Entering into or on a motor vehicle without the owner’s permission is tampering with a motor vehicle. Taking articles from a motor vehicle without permission is classified as theft from auto and damaging a motor vehicle is criminal damage to vehicle.	Someone enters your vehicle but does not take anything or places something in or on your vehicle but there is no damage (e.g. rummaging through your vehicle but not taking anything or putting a food item on the vehicle that doesn’t cause damage after it is washed off).
Vulnerable Person Registry	This voluntary Vulnerable Person Registry will provide the City of Roseville Police Department with emergency contact information, detailed physical descriptions, known routines and special needs of this individual. This information will assist officers in communicating with, attending a residence of, or dealing with an emergency involving this individual. Please have a photo (alone) of the person you are registering as you will be given the opportunity to include a .jpg attachment to the registration. As the Parent / Guardian / Administrator / Substitute Decision Maker, you will be requested to complete YOUR information first. Next, you will be requested to complete information regarding the individual you are registering.	A Vulnerable Person is defined as a person who due to a medical, mental health or physical condition, may exhibit patterns of behavior that may pose a danger to themselves or others. This may include a tendency to wander, the inability to communicate, fascinations or attractions (water, construction sites, etc.), social responses (fear of strangers, aggression). Examples of Vulnerable Persons may include Persons with Alzheimer's Disease, Autism Spectrum Disorder, Acquired Brain Injury or a mental health condition that causes a person to exhibit the above behaviors.
