Rental Registration (1-4 Units)

On March 17, 2008, the City of Roseville adopted a rental registration ordinance

requiring property owners who rent property with 1 to 4 units to have their units registered with the City on an annual basis.

This program provides a way to identify and quantify rental units within the city to help ensure that rental property is properly maintained.  In 2015, the ordinance was reviewed to see if it was being implemented as intended and having the desired effect.  The review concluded that the program is effective overall.

The following changes were adopted in 2016, 2017, 2018, and 2021:

To Renew a Rental Registration

  1. Log in to the ePermits site
  2. Hover over Home in the upper left, choose My Records, and look under the Licenses section (You may need to click the arrow next to Licenses to expand)
  3. Click the Renew License in blue next to the applicable record
  4. Confirm details and update anything that has changed
  5. Submit and pay the fee (if applicable)
  • Property owners must post their registration certificate in the rental unit.
  • A late fee will apply to renewals that are more than 30 days past due.
  • Property owners who rent to relatives no longer need to notarize the affidavit of exemption.
  • All registrations will expire 365 days from date of issuance.
  • Short Term Rental Program. Effective February 2023, the City is no longer accepting new applications for Short Term Rental. Short Term Rental page (new Chapter 909 of the City Code)

Required to Register
Any property owner that rents their property as living quarters is required to register. The following types of rented units must be registered:
  • Condominiums (Individually owned)
  • Duplexes
  • Fourplexes
  • Single-family dwellings
  • Townhomes (Individually owned)
  • Triplexes
  • Twinhomes
  • Short Term Rental (examples: VRBO, AirBnB) No longer accepting new applications effective February 2023.- See the Short Term Rental License page
  • Rental properties in which all renters are related to the property owner - No Registration Fee
  • Group homes/Home & Community Based Services licensed by the State of Minnesota (owner must provide current license number) - No Registration Fee
Not Required to Register 
The following types of units are exempt from registration: 
  • Hospital units
  • Hotels / motels with daily rental units nursing home units
  • On-campus college housing
  • Rental properties with more than 4 units
  • Property occupied by the owner with rooms rented to unrelated boarders
